As a rule, with newsstand distribution, the comics (as with magazines) that went unsold at the retail level were returned to the distributor to be destroyed. Eventually, for reasons of costs involved in shipping back unsold copies, distributors required only that the covers be returned as proof the comics were not being reported sold, yet still out on the shelf to be sold. Later still, distributors would require that only the top portion of a comic, the part with the logo, be returned to reduce the costs of returns even more.
The stripped comics are called remaindered copies. They are not supposed to be sold once remaindered, since those copies were reported unsold and the retailer didn't have to pay for them. In fact, while the retailer was required, typically, to strip the comic, the retailer was also supposed to destroy the remaining part of the publication. If you ever saw a book (returns weren't just for comics and magazines) with a notice on an inside page that warned if you are buying the book without a cover, it is being sold illegally, that is why the notice is there.
But many retailer would still sell the comics, reduced in price. Some may have given them away, it depends. If you see a coverless comic from back in the day, chances are it was a remaindered comic. It is also possible a kid just tore the comic, or whatever, too. But if you see copies where only the logo was stripped, it almost certainly is a remaindered copy (kids are less likely to precisely tear away the logo to a comic, after all).
But, Rick, while I am not sure of the exact stats for how many comics were returned, I do know that a lot of unsold comics were definitely destroyed, recycled, or (during WWII) used for paper drives. Heck, as far as the paper drives go, a lot of SOLD comics were given for the cause.

Rick, you are really doing an awesome job on finding those covers!! Same goes to all of you who have located them so far. I know I mentioned it before, but it's worth repeating.
If someone doesn't beat me to it, when I have the time I will have to match them up to the photo. 'Course, if anyone else feels like tackling that, I won't fight them for it. ;-)

I don't see what you're getting at here. Most of the comics on the stand are from August 1945. The Action issue is no older than the others.
Good eye on identifying it from the limited portion viewable, btw...

I don't see what you're getting at here. Most of the comics on the stand are from August 1945. The Action issue is no older than the others.

That's me being an idiot. For some reason I had it in my head initially that we were looking for 1946 comics, not 1945. Amazingly, I still found a bunch using that criterion (apparently I got lucky).
