I am certain that is not Art Adams's Storm. I still say it's Ron Lim. I also am certain that is not Steve Leiloha's Dazzler (did he ever draw Dazzler, especially in her later 80s' outfit?)
Colossus has been confirmed, as has Cyclops now, and Wolverine and Nightcrawler are pretty indisputably the work of Cockrum and Davis.

Storm's face is Jim Lee or a copycat but the redrawn costume is the part I'm thinking is Art Adams. Or maybe Michael Golden. Something about the light and texture strikes me as one of them or copycat.

And I'm pretty sure Steve Leialoha at the very least inked (heavily enough to at the very least influence the final artwork quite significantly) Dazzler in that outfit in Secret Wars 2 but don't have my copies handy, so someone may want to check.But I do agree on further inspection he didn't draw that one.

Good catch on Storm. Some in-house artist, probably not a known comic book artist, must have drawn her original costume on top of the Jim Lee picture, which may have been lightboxed.
