Okay, Mr Freeze, and all his resources/technology, against Doctor Phosphorus. Who'd win? Why? 

If I remember rightly, Phosphorus combusts and is radioactive. Could be a problem for Freeze. But Freeze isn't simply a guy who fires ice from a gun. He's resourceful. He's devious.

Feel free to come up with a story, too.
