Sometimes he draws like Kirby.  Sometimes he draws like Sal Buscema.  Sometimes he draws like John Buscema or Ditko.  I don't see how he's "instantly recognizable" when he's mimicking so many other folks.  It seems very reminiscent of Rich Buckler.

My pick is Al Williamson. Almost universally recognized as one of the great illustrators in the tradition of Alex Raymond, his deliberate pace and health problems led to him spending the last two decades of his career inking books like Daredevil and Spider-Girl. His delineation of John Romita, Jr's pencils may have been beautiful, but a better industry would have found a way to make sure an artist of Williamson's legend had the time and budget to draw more of the kind of work he loved and excelled at.

i think there are a LOT of artists that can be considered the "most overlooked or under rated artists", many of them already mentioned here.
 - my vote, though, goes to Pat Boyette who seems to creep up higher every year on MY list of favorite artists as i uncover more and more of his work.

At risk of invoking one of the hoariest fan cliches, Pat Boyette is an artist I didn't like when I was young but came to really appreciate with maturity.  I think part of the reason I didn't dig him then is that his run on Charlton's Phantom was between Aparo and Newton and I compared him to them.  He lacked their dynamism and superheroes were not really his forte.  But I've since seen lots of stuff for Warren he did that was really nice, as well as his horror stuff for Charlton.  He had an unconventional sense of panel layout that was kind of wild but always told the story clearly.
