That's Facebook itself, not the page, because it uses the name of the profile - which disingenuously is "John Byrne". I checked the profile, and it says that it's a fan page. But even with that information, it's still fraudulent and should be reported.
And 38,602 followers. Jees...

I believe that was the FB page the "John Byrne Draws" guy was using up until he decided to stop posting altogether. He stopped posting there in April, just never closed the page.

I tried reporting THIS ONE last night but Facebook responded, claiming there's "nothing wrong with it".

JB - looks like you can't. I did some digging, the Facebook help page says "ask a friend with an account to report the page/content". When I tried last night to report the page in question, I couldn't use the "pretending to be someone" option because that only works if the "someone" in question has their own Facebook account. It's ridiculous. Whoever owns the page I linked to earlier is clearly just using your name and image to drive links to their YouTube channel.

I suppose I can understand to some extent why Facebook would require some hoops to be jumped thru. Wouldn’t want someone trying to sabotage a legitimate page.
