To my eye, the reduced version at the very top of the thread looks like Byrne inked by George Perez, with Neal Adams going in for some final touch-ups here and there.

That is going to look SPECTACULAR on somebody's wall! It does have a bit of
a Neal Adams feel to it, doesn't it? And Captain America is particularly
stunning.

There's a right Palmer feel to the inking, especially on Cap's armour. Wonderful.
