there is intelligence and wisdom.
I think most heroes exceed their enemies in wisdom but certainly not notl

I don't think it's unusual though for the villain to be more intelligent

Sivana, Dr. Doom, Luthor, The leader, Ultron, Hector Hammond, the Kingpin,
I think all are more intelligent than the heroes the normally go up against
