I think the idea to make a new "issue 138" is a fantastic one! I was just going to ask, besides Untold Story being issue 0, if you were going to redraw the funeral scenes of 138 and use it as an issue .5 or even include it with Untold Story as a double double size issue 0
Your "first" issue vs MODOK could be held for that month, 4 or 5 years down the road, when you need a break from the groundbreaking critically acclaimed Elsewhen series, and toss it in as a "filler" issue
I dream of the day where I'll be flipping through my collection and it'll go:
135, 136, Untold Story, new 138, new 139, new 140...

Once again, let’s not get too literal with the numbering. I’m already seeing a jump of around 4 months in this new first issue. Playing with the existing pages, I think there might be as many as 10 I could recycle. Hmm.......

Doesn't scrapping what you've done already feel like you're bending away from the creative drive that started you on this JB?

I couldn't agree more. Not for story reasons so much as your sanity. We've already seen a lot of continuity handwringing even at this early stage. Anything that can mitigate it would be helpful, I think.

On the subject of "hidden years" and lost episodes, I was recently looking at Silver Surfer #18, which promises a "savage Surfer" I do not believe we ever got to see. That might also be a fun project for someone to pick up and play with, explaining exactly what persuaded ol' Norrin against unleashing his wrath upon humankind.

Ain't that the truth. That issue, of course, does feature some very striking work from Jack, especially the final full-page close-up.
I mentioned it here because I'm aware of your affection for the silvery one.

Can't you recycle the material already done transforming it in 2 later issues? For example Elsewhen #5-6.I think it may be a good idea to have Elsewhen #0 with Untold Story and #138, so Elsewhen #1 is UXM #139 and #12 could be double-sized UXM #150!

As I've said before, none of the little nit-picking matters. In the end, regardless of numbering or "broken continuity" or characters we see or don't see, the fact that this even exists makes it a true dream come true!
I only wish the series is such a success that everyone at the top realizes they've made a mistake for the last 30 years and they scrap everything that's happened since then and pick up back in 1980.
Oh, and if it does get to the point where you need to convince anyone, you could mention that Marvel can re-market the other "Forever" stories to release with Elsewhen. They love to recycle any time they think the market will let them.
