I don't know what Karl Kesel's doing these days, but I think he would be an excellent choice. I couldn't get enough of his inks on JB's Superman:

When I heard Austin was going to be inking JB on Doom Patrol I *knew* I had to get a page. I was lucky enough to get a page that not only featured the whole Doom Patrol in action (including the Chief!) but Green Lantern too!

I do see how JB and Austin’s style are different in their post-X-Men work - my point is that I think the Elsewhen pencils we have seen Are tighter than some of the other pencils we’ve seen from JB. Since Austin is traditionally faithful to the pencils, I thought it would work.
I admit I am seeing this through nostalgia tinted glasses, which are likely making me more optimistic about a possible reunion. I defer to the artists on this one!

If you had a commitment from Marvel with some much later publishing date (say sometime in 4th quarter 2020) would you consider inking as much of it you could yourself?

This may be a stupid question. If Tom Palmer was picked to ink Hidden Years to capture the Neal Adams vibe, why not Terry Austin for Elsewhen (or an inker that will capture the vibe of 1980 Byrne)?
