Inkers also have a lot of approaches. There are those who consider themselves "tracers", and who expect every line the penciler puts on the page to be exactly the line that's wanted for the finished product. Then, there are inkers who consider themselves "embellishers", and who ink in their own style, no matter who the penciler might be.

The best inkers are the ones who fall somewhere in the middle. The ones who understand that a pencil is not a brush or a pen, and that the penciler is expecting the inker to bring to the page a selection from his tool kit -- but not to the extent that the inks are overpowered.

Inkers, like pencilers, change over the years. Sometimes ego overwhelms. One who I have worked with went from fidelity to my pencils to completely redrawing them. (He also inked one of the best pencilers in the Biz, and redrew him, too!)

So the best inking, I guess, would be fidelity with flair!
