Interesting, disturbing article. But, as you note, it does not appear to be actual prescribed procedure (as is implied by Stephen) but by a single doctor abusing his station.

It's officially crazy the kind of shit the authorities can get away with inflicting on prisoners in custody. I was horrified to learn recently that police departments around the country have been forcibly sedating arrestees with ketamine for years. It can be absolutely terrifying as a recreational drug, and it's no surprise people have died in custody after being involuntarily injected. Just one source.
