I love the body language in Magneto's pose from yesterday's page (top panel)---and the angular deflected beams.
I wish I had a poster of that panel.

The panels leading up to and following that one show that Storm is creating a - *ahem* - storm. That's why there are "howling winds" bearing her aloft on that page.

Exactly, it takes a full storm and howling winds for her to fly without the added surface area to help.
Yes, I know things change in comics. Superman went fro leaping to actual flight. Maybe Storm controls gravity?

I've always assumed that Storm technically doesn't directly have the power to fly - that she's using her weather powers to generate winds in whatever direction she needs to keep herself aloft or moving in the direction that she wants to go in. Her costume's cape is just because Cockrum wanted her to have a cape.
The GSXM panel* is while she deliberately generated a large storm to help a local tribe if I recall correcty. I never got that it would require such a large storm for her to fly without a cape, though.
*I've wondered if this sequence was one of the first shows of near-nudity in a code-approved Marvel comic....at least until this Byrne fella came along!
