I heard that Marco Rubio, the new Secretary of State
has implemented a new directive that any person who
does not identify as either male or female on their
application cannot renew their passport. There is an
'other' box on the form for gender and anyone
ticking it is immediately denied a renewal.

I think that possible. The longer he lives, the more likely. He's mentioned how much he likes the idea of "President for Life."
As I noted upthread, it's hardly unprecedented. History is full of such incidents, and protestations of "American Exceptionalism" aside, there's nothing special about us to protect us from such a thing.
It would make Ivanka a real princess! He'd like that.
Even if our lord Cthulhu calls him home sooner rather than later, it's gonna take a while to dig the ticks out of the government.
