For Golden and Silver Age DC characters, it's a pretty easy rule of thumb:
most of the time, if you can see their eyes, it's wrong.

Most of the time. There were both versions of the Flash, for instance,
as well as Kid Flash, who had fully visible eyes.

At Marvel, visible eyes were more common. Captain America has visible eyes
(more appropriate to the character) tho even Kirby varied the amount of
flesh visible around them. The X-Men had visible irises and pupils, but their
"school uniform" masks contoured close to the shape of their eyes. A whole
lot of Marvel's characters, of course, didn't wear masks at all!
