I believe she's a Disney exclusive product. They can only be purchased at
the parks. I don't have the information to buy directly from the park but
here's a link to someone selling one for list price + shipping.

Electro is one of those characters that has a cool power, but a very silly
costume.
••
More that it has not aged well, I would say. Electro's costume seems to
belong more to the Flash's rogues gallery than Spider-Man's.

I first "met" Electro in Brazilian reprint comic of his origin story in which they colored his costume RED.
Looked pretty cool.
