It depends on what you want. I ran into a similiar problem a few years ago. I wanted a Jack Kirby page. (still do) I bought a page of Super Powers art that was inked by Greg Theakston, thinking it had Kirby's pencils underneath. Since JB owned the original pencils he let me know my mistake. Now what I bought was the actual art that saw print, but I was buying a Greg Theakston original. I wanted a Kirby original, to me it didn't matter if it was the published work or not I wanted a Kirby, not a Theakston. Not a knock on Mr. Theakston, but I would have paid less for his work compared to Kirbys.
I was bummed, mostly because of all the Kirby work I'd love to own, having a Darkseid is my grail.

I actually was in the process of getting a Ringo Bats when he passed away. Still, he did a great job on WW, Superman and Spider-Man

One longtime comics pro told me that blue animator's pencil (which many artists like to do rough layouts with) presents a few extra challenges when you go to ink directly over it because those blue pencils are a bit waxy, not graphite-y. For this reason, it's easier for some artists to ink over a blue line copy that is free from waxy animator's pencil lines.
It may be that Andie Tong traced over his blue pencils with graphite pencils for purposes of making a blue line copy, then inked that copy because there'd be no issues with controlling his ink line. (Can you make a suitable blue line copy/scan directly from a page created with just non-producing blue pencils?)
The motivation for creating two "originals" may have been more to do with the materials used and overcoming the quirks of those materials, rather than a naked grab for extra cash by tricking buyers with two "originals" (which I know has happened in other instances).
Did anyone bother to email Andie to ask him why he works in this manner?

Thanks. Ringo was a huge talent, vastly underrated, and was light in a sea of dark artists. I picked up FF for the first time in years simply because he was drawing

I completely agree. This comic fan misses his art. Did you get those pieces before he passed away? I'm trying to get my wife to buy me a page form his Sensational Spider-Man run for our anniversary.
