It looks like some other character in Wonder Man's ionized form, not Simon himself.

Somehow my mind isn't seeing the artistic aspect of those mini-busts.  It just looks like each of them is phased halfway into a solid object and screaming in pain.

Black Canary is calling for help!

A bust used to be a bust - not even the arms. Then came arms, and that was fine. It's a cool looking style and I prefer arms to no arms. Now they're throwing in random amounts of leg. 

Andy's right - that's not a bust. It's a statue of a character trapped in the floor. 

Edited to add - Look at Kitty. She MAKES SENSE in that pose. Look at Black Canary, Huntress, and Wonder Girl. They DON'T.
