Gerry, not sure.  Batman's outstretched left hand and many other features look identical to me and his general positioning is clearly from that famous pose and this sure looks like Adams, but there are also a lot of minor differences.  The cape draping you mention and the position of his right leg, plus the inking of his left leg and the city background obviously added.  Perhaps because this was for an over-sized Treasury Edition they had Adams go back and recreate the pose on larger paper so that the detail would fit the larger size?

maybe Rick. i read somewhere Dick Giordano redrew some Adams covers for reprint editions when the originals couldnt be found

Definitely, a different drawing.  Batman´s whole stance seems different, stiffer, less cat-like...

id bet that treasury cover was done by Dick.Heres the art from that cover,minus colour and the art from the comic

Looks plausible to me too, Gerry.  That recreation of the World's Greatest Super-Heroes is awesome, btw...
