As mentioned by others, I would say you are not retired, and more on a hiatus.
As you wrote "I haven’t lost the desire to create. My brain still bubbles. It’s the impetus to spend my days hunched over the drawing board that has dwindled. Again.", maybe you just need to find another way to express your art and your stories.
Sometime, just changing the canvas and the surrounding. Go away from the drawing table, take an iPad and go do some "doodling" in a café... Maybe it can be an even more conventional canvas to try your luck at watercolors or acrylics. And it doesn't matter if you are colorblind or not. This is part of who you are and you should embrace it. If that scares you, just paint with Black, Gray and white paints and do some "Noir" atmosphere paintings.
And when this break has served this purpose to recharge yourself, I am pretty sure you will naturally come back to the drawing table.

Well, after several YEARS of government gyrations, my Social Security payments have finally started. Maybe that means this really IS retirement.

It always amazes me that the retirement pensions here take a long and variable time. I never understood the delay in giving the pension to people in a decent fixed time period, especially with all the help from the computer processing that they have for many years now. So many people need it to live decent.To say the truth, I was expecting it to work faster in countries like USA!

Curious part of this is that the people at SS finally noticed a backlog of unsent payments was building up, so they called to make sure I was me and to find out the actual number of my account so they could send those electronic payments. (Sounds like a Nigerian prince should be involved somewhere, doesn’t it?)Anyway, the point is the government caught and corrected its own mistake. Who’da thunk?

JB, if I can ask (without getting into too much specifics), if the US gov't goes backwards, does the new social security funds impact previous tax years?
